The Ad Hoc Liaison Committee (AHLC) is an international 15-member committee that serves as the principal policy-level mobilization and coordination mechanism for development assistance to the Palestinian people. The AHLC is chaired by Norway, and co-sponsored by the EU and the US. Members include international partners, multilateral organizations, as well as Government of Palestine (GoP) and the Government of Israel (GoI). The AHLC usually convenes twice a year, in Brussels and New York respectively. The AHLC was established on 1 October 1993 by the Multilateral Steering Group of the multilateral talks on Middle East peace in the context of the Washington Conference. The Washington Conference followed the signing of the Declaration of Principles in Oslo by the Palestinian Liberation Organization (PLO) and the GoI in 1993. The first meeting was held in Paris on November 5 1993.

The AHLC was established to:

• Respond to the needs for assistance to the Palestinian people in the context of the Declaration of Principles.
• Discuss progress and blockages in delivery of aid and support of wider state-building (politically, financially, economically).
