LACS functions

Functions of the Local Aid Coordination Secretariat (LACS) vis-à-vis relevant coordination fora

  • Monitor progress of and submission of SWG fixed annual deliverables, including tabling the Annual Workplan and Progress Report at DAG HOCs.
  • Supporting information sharing on SWG activities, including disseminating meeting agendas and the Annual Workplan and Progress Report.
  • Providing analysis of government spending and international assistance to the sector, including the resource flows to national strategies and plans, funding shortfalls and gaps.
  • Support the SWG to respond to cross-cutting issues affecting multiple sectors.
  • Provide links to other SWGs and organizations outside the sector where relevant.
  • Support in translation when needed for SWG meetings. Members are expected to use their organization’s own resources to translate key documents and presentations.
  • Hosting annual coordination meetings for the SWG chairs and separately for SWG deputy chairs/Technical Assistants to hear feedback and identify issues and adjustments needed to SWGs and the wider structure.

Specific LACS support to each coordination meeting is summarized below.

Donor Advisory Group – Heads of Cooperation  (DAG-HoCs)

  • Presenting a biannual summary report on the performance of SWGs against their work plans, with recommendations for strengthening SWGs.
  • Contacting SWGs when requested to present to a future DAG HoCs meeting.
  • Indicating when the DAG HoCs are requested to additionally present the results of their fixed deliverables (e.g., AHLC suggestions, inputs to budget process, annual workplan/performance) to the ACP meeting.

Aid Coordination Platform (ACP)

  • Identifying issues worth presenting at the ACP through its role supporting SWGs.
  • Organizing presentations, and supporting presenters to deliver effective presentation.
  • Compiling an agenda and notifying the ACP members of the upcoming ACP meeting and circulating the agenda. 
  • Developing and circulating the agenda with relevant/key documents attached.
  • Supporting the chair to monitor and address clarifications requested from online viewers.
  • Writing-up, circulating, tracking, and reporting back on completion of the action points. 
  • Compiling tabling and disseminating Annual Report on deliverables.

Annual Aid Workshop (AAW)

  • Compiling and circulating the agenda.
  • Receiving or preparing reports and presentations listed in the agenda.
  • Collecting and calculating Monitoring Indicator results, where indicated as the responsible party.
  • Supporting presenters to develop and deliver effective presentations.
  • Notifying the ACP members of the AAW meeting at least 2 weeks in advance.
  • Recording the actions agreed at the AAW and circulating them to ACP members.
